No Regional HQ's

Both player and AI can't give investment rights to their companies, why? Because in late game there's too many companies and too many countries, meaning each country will probably have dozens of regional HQ's creating insane amounts of pop fragments.

This does not mean the company can't invest in other countries, they just won't create a regional HQ, but dividends come home anyway like regular financial districts when there's no regional HQ
