Boxer Rebellion Always Triggers

In order for the Boxer Rebellion to trigger, you need Manchu to be a primary culture, for someone other than China to own a Han homeland state, and Political Agitation technology. This is impossible if you became a republic and removed Manchu as a primary culture, and if you have already united your homelands.

This mod removes these requirements. All you need now is the Political agiation technology. The Boxer Rebellion should now always trigger.
