to be fair, it's OF darkness, not IN darkness

Also, for a city that's supposed to be "in darkness" it's awfully bright. :P

I like the idea, but it feels rather... Bland. The ground level is kind of boring with only flat terrain and one-way dead-ends and there's very limited ways of getting onto the roofs. My recommendation would be to add hallways in the buildings that allow you to go up stairs to gain roof access and add interiors to the bottom level, intermediate, and top level.
