1950s nuclear power and heating plants

Description
A small 1950s nuclear power plant based on the Sibirskaya NPP (EN[en.m.wikipedia.org]/RU[ru.wikipedia.org]) near Tomsk, probably the most “socialist realist” looking nuclear plant ever built. Started in 1954 and operational by 1958, this was the second NPP in the USSR (after Obninsk, which Novu has already brought to the game). In real life this was largely used to make plutonium for nuclear weapons - my uchronic version comes in two forms, a small power plant and an urban nuclear heating plant.

Balance wise these are smaller and cheaper than most other nuclear plants but still fairly expensive and powerful buildings. The NPP is around 10% pricier than the starting coal plant (not including cooling tower) and produces 36MW at full power. The heating plant is roughly four times the cost of the large heating plant but produces around 180% of the output and, critically, produces no pollution so can be placed in city centres. (If you believe the Party’s claims that this form of heating water has no negative impacts and is definitely 100% safe, comrade.)

These use KKraken’s prefab elements for some decorative pipes as well as my early start building editor pack.

The mod doesn’t come with its own cooling towers but I highly recommend using Comrade Joe’s early steel cooling towers with the NPP. Please let me know if you discover any problems with the mod - this is my first time doing a few things and I may have slipped up.
