Description
Virtual Development (CK3) — Build Tall Beyond the 100 Dev Cap

Enjoy building tall without wasting development! This lightweight mod lets your counties keep scaling past Paradox’s 100 Development cap by converting surplus Dev into a parallel, buff-based “Virtual Development” (VDev).




What it does
Virtual Development works around the hard 100 Development limit. When a county reaches a configurable threshold, the mod trades a bit of “real” Development for equivalent, stacking Virtual Development (VDev) buffs so you keep the same benefits while freeing headroom.




How it works
• Yearly check: Once per year, each county is checked against a Game Rule threshold you set.
• Conversion: If a county’s Development is at or above the threshold, the mod removes 10 “real” Development and grants 10 Virtual Development (VDev) via a county modifier.
• Exact parity with Dev: Every 10 VDev grants:
– +5% Taxes
– +5% Levy Size
– +1500 Supply Limit
(Up to +50% / +15,000 at 100 VDev — identical to normal Development scaling.)




Why use it?
• Go taller: Keep pushing your core counties past the 100 Dev dead end.
• Preserve balance: VDev mirrors vanilla bonuses, so power stays proportional and predictable.
• Set-and-forget: Automatic yearly conversion once the threshold is met.

• No vanilla overwrites — designed for wide compatibility.
• Save-game compatible — safe to add to existing saves.
• Safe to remove — can be uninstalled from ongoing campaigns.




Configuration
• Game Rule: Choose the Development threshold where conversion begins.
Planned: Make the VDev cap scalable via Game Rules.
Planned: Powerful late-game upgrades purchasable with VDev.




FAQ
Q: Does this change vanilla files?
A: No. It uses scripted effects and modifiers, so it shouldn’t clash with other mods.

Q: Is this balanced?
A: VDev gives the same bonuses as Development, just via a modifier, so scaling stays vanilla-like.

Q: Can I uninstall it mid-campaign?
A: Yes. It’s safe to remove from existing saves.

Q: Can I set where conversion starts?
A: Yes, via the included Game Rule.

Q: Why not just raise Development Cap to 200?
A: You cannot. There seems to be a hardcoded cap in the ck3.exe that we modders cannot change.




Known Limitations
• The visible Development number will drop by 10 on conversion, but the county receives an equivalent VDev buff, preserving total power.
