Description
Too many cars, not enough roads, the very definition of a traffic jam. What's worse is that everyone thinks the rules don't apply to them, so they each demand arbitrary road placements. You gotta build something that climbs up while also shifting the roads into the correct places.

As usual, see if you can solve this with one hydro!
