Water enters both sides, or one, but then you'd have a flood on one side and that certainly wouldn't be helpful unless you designed it that way.

Water spins the fans, the fans go up into the reactor and generate energy! Which is delivered at a painly slow paste, unless you want to tinker around with it.

This Turbine includes a battery for moments where you need a lot of power in short time, since the turbine itself is limited to its capabilities to provide, it is mainly used as an emergy back up, to generate enough energy to get you through the a small section of the seas of europa.
