Imperial Federation was a political movement which produced a series of proposals for a different system of governance in respect to Britain’s empire and colonial possessions.
While there was never a concrete idea about how such a system would function, I have created a system that I feel is realistic and is workable as a mod while trying to avoid being op.

To start down the path of imperial federation you must first convince the politicians that imperial federation should be the fate of the empire, and this is represented by a journal entry. During this journal entry you have several events that dictate what the Imperial Federation League's stance on issues regarding the makeup of any potential federation, like should south Africa be a member of the federation or should Ireland be member and with what borders or should the home countries be given autonomy.
Then once you have sufficient support you create the federation this means that settler colonies (Canada, Australia and South Africa is choosing) become constituent countries and dependent on prior chooses the home countries and/or Ireland can also become constituent countries. A constituent country is a member of the imperial federation (that isn’t UK).
Now that you have united the Imperial Federation you have access to the imperial parliament which has the authority to pass federation wide laws however the parliament has ministers from every country and the number they have is proportional to their nations contribution to the imperial economy (gdp). As the most powerful nation in the federation (UK) you have the ability to propose various federation wide laws and if the majority of ministers vote for the law, then it becomes enforced across the entire federation eating away at the anatomy of the constituent countries and giving it to the federal government.
When enough of these federal wide laws are passed the federal government becomes the dominate force in the federation hence the mod stimulus this by annexing the constituent and changing the name and flag to the imperial federation (or other name decide by laws and a few decisions).
