Adjusts the "terror bombing" modifier to decay 10x as fast.

WHY?

When you bombard a planet during a war and a pop dies, you get an accumulating "terror bombing" opinion modifier with anyone who isn't a militarist, xenophobe, or robot empire, to a cap of -250. This penalty is applied as long as you kill a pop from orbit, regardless of your bombardment stance. In the vanilla game, this "terror bombing" modifier decays VERY slowly - at a base of 1 a year.

Practically speaking this leads to a couple of absurd outcomes:

(1) it makes naval bombardment practically unusable for any empire that plans to do diplomacy, as the fast rate at which it accumulates combined with how slowly it decays makes this a quasi-permanent debuff to relations with many empires. This makes war much less interesting as it leaves army doomstacking as the only viable strategy for taking planets.

(2) the AI will always do bombardment anyway, leading to empires mutually hating each other for terror bombing.

WHAT DO?

What this simple mod does is to adjust the annual decay by 10x, so that it decays by a base of 10 per year. Being in a federation/defensive pact will add another 10 to the decay; using an envoy to improve relations is another 10. The result is that while you will still rack up a significant opinion debuff from bombardment, it goes away in a reasonable timeframe.

This is probably not the best way to deal with the terror bombing modifier, but it is the easiest, and will "fix" an already existing terror bombing debuff in your campaign.
