Birthrate Balance

In countries with large populations or high literacy rates, unemployment can surge dramatically in the mid-to-late game, while industrial production may struggle to keep up.
To reflect the correlation between higher urbanization and lower birth rates, state birth rates have been balanced in the following way, compatible with version 1.9.*:

Birth rates are reduced based on urbanization level, with each tier decreasing birth rate by 0.2% to 0.5% scaling with urban center production methods.

Only the following file has been modified, with changes marked with #### mod. Manual merging is required for compatibility with other conflicting mods:

\common\production_methods\06_urban_center.txt

Load order: To prevent overwriting by other mods, place this mod as late as possible.

对于人口多或者识字率高的国家，中后期失业人口会爆炸，工业生产会跟不上。
按照城市化越高生育率越低的现象，按以下方式平衡了州生育率，兼容 1.9.*

- 基于城镇化级别对生育率进行降低，每级按城镇生产方式降低生育率 0.2% - 0.5%。

只修改了如下一个文件，修改部分以 #### mod 标识，如需和其他冲突的mod兼容，需要手工合并。
