Quick Fix:

If you are a sandbox enjoyer and find yourself aggravated that the event fires once and any releaseable nation afterwards doesn't have any of the effects from the event, I have a solution for you.

Simply go into the console and type "event global_ai_offense_focus.1" and the event will reappear. This allows you to spawn in new nations and allow for them to reap the benefits of the national idea.
