I recored 406 lines for the dude really late a night
Manual install: once downloaded go to (.../steamapps/common/Postal2Complete/WorkshopConntent/) copy the DudeDialog.uax annd put it in (.../steamapps/common/Postal2Complete/Sounds) make sure to replace.
