Spinning Cats?

We've been hired to build a small circuit to control a spinning cat. The documentation indicates the cat needs to spin at different rates, which is oddly controlled by how fast we generate this OIIAIOIIIAI noise. Interestingly, the cat also needs to spin backwards, which is of course controlled by sending the OIIAIOIIIAI noise in reverse.

Whoever thought of this device must be crazy, but they're paying us quite handsomely.

Wait, where is this circuit going? Is it going inside the cat?

I'm not entirely sure, haha! I have been assured that the cats are purely mechanical contraptions controlled by a remote, so no need to panic!
