OP German Tech

A mod that makes many german weapons more powerful and more expensive. It also adds heavy artillery and supply points to the siege corp.

The following changes were made:
MG Nests have more range and higher rate of fire.
Mortars have alot more range.
German Infantry has increased survivability and more deadly fire power.
Heavy Howitzers can now do siege barrage instead of precision strike (same cost and power as siege barrage)
Heavy Howitzers have enough range to hit targets on the other side of the map (not properly displayed on mini map)
