(And as is common in desperate times, people take whatever they can get. A nearby village probably hauled away many stones and used them to build their own dwellings.)

Think of bandits or goblins camping here... of course ghosts and/or other undead haunting this place. River monsters and so on...
Or perhaps there is just another person who seeks shelter between these old stones.

FLAVOR:
"You've heard whispers of these ruins, and they lie directly along your northeastern path. The river winds its serpentine course through the undulating hills, its surface shimmering like molten silver. And so, as dusk begins to paint the sky, you find yourself before this ancient watchtower—and now you begin to understand why the river pirates of bygone days gave these waters such a wide berth."
