Tets QOL Patch

Description
A collection of Tets QOL Changes combined with Higher Res 2.7 by Nexus314

- Speeds up carrier by roughly 3x
- Speeds up some lift and runway times (may or may not work who knows)
- increased Radar range to 20km
- Includes a range of adjusted hardpoints dependant on the vehicle

The Petrel doesn't seem to deploy transported vehicles. I am loving the expanded loadouts though
