Disease Outbreaks Start With One Pawn

Description
During disease outbreak events, only one pawn will recieve the disease. Meant to be used with Communicable Diseases, but not technically required. Should work with any modded disease that inherits from the vanilla disease incident parent defs.

ive always had a love-hate relationship with communicable diseases because i just love the concept and the idea of having to actually build a disease ward in your hospitals but it turns the game into a micromanagement nightmare if you dont have the proper equipment. Very much appreciated mod :steamthumbsup:
