Ezra's Fantasy Equalized Governments

Description
A mod that changes the governments into fantasy ones by renaming them, and moving them to pre-industrial technologies. Tier 4 was untouched because they are too sci-fi to fit the theme. Unlike my other version of the mod, this one changes all tier 1 and 3 governments to have the same number of slots as tier 2 governments. The UI can't handle that but it's whatever.
