Many thanks for playing the scenario and for the very kind comments. Good point about the water stop at Dawlish, that gives a very good and plausible explanation.

As for the stop at Dawlish, I was thinking while I was filling up water that it makes sense for the freight train to use the water tower and the troughs be left for the express trains that rarely stop, which one had just gone ahead so no blockage.

Ref the stop, as creators we try to get timings correct and so the stop at the swan worked for us.
So the story line could be that when the inbound crew to Newton Abbot used the trough, the fireman was too late picking up the chute so it is broken.
Hope that solves the mystery
