Report a translation problem
If it doesn't work, I would try checking if spawning items works at all (it should if devmode is enabled). You can try spawning any item that is in the base game already, for example I can tell you for sure that wh_cheat_addItem carrot will spawn a carrot.
If other items spawn and the ring doesn't, then it could be that the Skald part of the mod is clashing with some other mod. Thinking about it, you should look if Capon is wearing the ring. If he doesn't, then the mod isn't working.
