British Subjects Exempt From Service

Description
Simply gives the Exempt From Service pact to all of Great Britain's direct subjects at game start, to try and make Great Britain slightly less overwhelming in wars. Does not block the AI from revoking the exemption or the subjects from joining GBR's wars voluntarily.
