Oxygen consumption fix [StationeersLaunchPad]

Description
Oxygen consumption fix
WARNING: This is a StationeersLaunchPad Plugin Mod. It requires Bepinex to be installed with the StationeersLaunchPad plugin.
See: https://github.com/StationeersLaunchPad/StationeersLaunchPad

Changes suit's SetGasToTank function from base game so it no longer dumps oxygen into waste tank in any hot environments for no reason. Hot environments can be hot planets like Vulcan, Venus or room sized 'furnaces' with 1200 degrees inside.

Slightly lowers suit's power consumption, consider it a bonus for the bug that was present for years as far as i know.

Known bugs:
waste tank gets ridiculously hot while in creative

last vulkan base became "robots only" by the end of Day 2 for that very reason.

Can say because its not communicated that this is expected behavior (ingame, discord doesnt count) and in source code there are parts for suit with separate cooling tank that is still unused i consider this a bug; also playing multiplayer and having everyone share single big air tank and whole base being exploded just because someone decided to vent inside on vulkan with gas tanks nearby is extremely annoying. This behavior is also skipping CO2-only filters somehow.

Man, i love steam twitter edition ("Comments must be less than 1000 characters in length")

Irl this would be how it works, probably. In game this can be bypassed by cycling air in the suit yourself, swapping waste with air tanks around and cycling or (from what i understand the community is doing right now) writing ic for this specifically and using in the suit. Words 'fix' and 'bug' are used without any thoughts, this part of game simply was annoying me for at least 2 years. I am just providing an option to use the OP suit's A/C (because >20000 Kelvin (yes 20kK) in waste sounds a bit overpowered, even if its just creative mode).

you mean how it flows excess oxygen to cool you off so you don't die of heatstroke? yeah that's actually a real thing, not a bug.
