Description
A compatch to BPM and E&F

1.Merge the Economy institution (economy) from BPM with the Economic and Central Bank institution from e&f into a single Economy institution. This resolves the issues of having two economic institutions and the inability to appoint a Central Bank governor.

2.Modified the bureaucracy power required by e&f institutions to avoid the drastic increase in bureaucracy power when both mods are enabled simultaneously.

3.Adjusted the effects of relevant social technologies in e&f to accommodate the changes to the Economy institution.
