Tech, Building and Deed Balance

As it says on the tin - balance changes for technologies, buildings and legendary deeds.

Main focus was to buff weak technologies/buildings up. Many especially strong Deeds got nerfed - it can feel really bad losing out on one of them. They should still be impactful, but not as powerful in general.

Big work was done on a lot of military and Food technologies especially.
Food buildings are much cheaper to build on industry than other buildings. Later into the game, you also unlock buildings that convert a % of food produced into industry, dust or science.
XP techs have been universally buffed. Additionally, a lot of military technologies have small empire wide effects on research - like +2 XP per turn on all of your units or health regen in all of your controlled regions.


I hope you have fun with this mod. It still needs a good deal of testing, but it should be in a decent state now already. Any feedback is highly appreciated.
