Terra Invicta Cheat Menu (NG) OVU exp

Changed a few things. Super Councilor and Buff Orgs combined into one Org. Buffs are weaker and provide buff to all research since some were missing in NG verion. Removed weapons from Universal Spacework module to prevent CTD in manual combat. Should now provide extra research slot same as skunkwork/foundry module.
