Responsible Fantasy Warfare - Idea changes

!!If you want to use mods that add more ideas or change vanilla ones, this mod will cause problems!!

Responsible Fantasy Warfare Add-on, but should also work without it (probably even in Vanilla).

Changes
  • The final idea of Quantity ideas now gives +4 flat forcelimit per age, instead of +33% forcelimit.
  • The 5th idea of Offensive ideas now gives +10% morale damage, instead of +15% forcelimit

This was changed because large %forcelimit modifiers stacking caused too large of a gap between nations forcelimits, especially early on. Also to combat Anbennar's huge armies in the lategame even more.

It's not tested but I don't see why it wouldn't work, yeah.
