Coexistence Protocol [Crisis Path]

Description
A new crisis path, as seen in #MODJAM2025.

Bring lasting peace to a galaxy plagued by war and chaos for millennia.
This was my entry for the modjam, and I am now releasing it as a standalone mod. It includes one new crisis path, available to non-genocidal empires.
The crisis path is not available to AI empires.

Requires Utopia and either Nemesis, Machine Age, or Biogenesis.
Not achievement compatible.

@KiwiMoonk I would say it is unlikely. It would be a significant amount of work and due to the nature of the path it's currently not as effective against human-controlled empires (since opinion bonuses don't affect their behavior). If this mod becomes more popular and that is something a lot of people want I might try to implement AI behavior.
