Retextures the standard combine units to fit the team "Echo" from the Universal Union VRChat Division (discord.gg/union)

Team Description

Echo team is a light to medium armed OTA team acting on hit-&-run rebound and psychological tactics to disorient and displace enemy combatants for sustained pressure. Call on Echo for high forward pressure reinforcements to regular engagements.

There's no such thing as the "Universal Union." The quote from Breen says "the universal union that small minds call 'The Combine.'" The subtitles do not have that name capitalized, meaning it's not a proper noun. Breen is simply calling the Combine a universal union. It's kind of like how if someone said "the man named John," that doesn't mean that John's title is "The Man."
