Anything Element Sensor

Now element sensors (gas, liquid and rail/solid) can detect "anything" rather than a specific element.

This is particularly useful if you don't know what's in the pipe exactly, but you know *something* should be in the pipe. Examples include your base exhaust, or your combined liquid feed to your purifiers.

You can throw a NOT gate on it to detect "nothing". Nothing combined with appropriate delay automation can tell you if flow has stopped. You can also accomplish this by creating a shunt off a bridge, then putting an anything sensor on the shunt (and feeding the output of the shunt back onto the original pipe/rail).
