Enhanced Skirmish Mode (Snow Castle)

Description
After being dissapointed with the vanilla skirmish mode in B.A. I decided to script my own.

Currently implemented:
- Dyanmic semi-random enemy spawns
- AI will attack/defend points, as well as roam the map.
- AI Resupply scripting (Fairly basic rn).
- Full air scripting including Airstrikes/CAP/SEAD
-Arty fire / counter bat
-AA Radar management
- Helo inserts/ flanking maneuvers
- Airdrops (low chance of happening)
- Scaling enemy 'spending limits' based on number of players
- Increased intensity as the phases continue.

I am looking for feedback! please let me know if you think something is over/undertuned and I can adjust it.

If this is popular enough I will migrate it to other maps, the system is pretty modular so I can transfer it easily.

Currently the arty gets pretty strong towards the end of the match. I've noticed if you don't counter-bat they can tend to build it up over time. The arty logic has it fire at any target it can actually see as well as counter-bat your arty if it fires. It does have a cooldown, so it shouldnt fire all the time

I think maybe need to nerf ai`s arti, which is too strong.

Been noticing a bug where the AI seems to pool around their spawn. If anyone notices this please let me know.
