Alaska and Pacific colonization fix

Description
Turns a handful of impassable provinces passable. Allows for pacific islands to be fully colonized, and should prevent alaska from getting stuck at 1 province decentralized.

NOTE: This does not properly fix colonization of Alaska. It just makes it less likely to happen. I only discovered this after further testing.
