Description
Adds decisions which reduce aggressive expansion by 0-100%. The AE modifiers can be added or removed at any time. AI's never take the decisions. I didn't bother adding titles to the decisions because idc to learn how to.

I made it because AE is just not fun to play with, and playing on easy difficulty would add a bunch of other modifiers.
