The main gameplay concept is a naval invasion, where the attackers get an economical head start in the first seconds/minutes of the game to make transport vehicles to reach the beach. If they fail, they have 4 resource nodes at their base, which gives a fair chance of repeating the landing

Tested with no mods with AI, seems balanced
