Description
Skirmish Mode Disabled by Default

At the start of every battle, all player-controlled units with skirmish mode will have the ability turned off by default.

Note: reinforcements will still have skirmish mode enabled, that cannot be easily changed

Duh. I had looked for that option in the campaign settings, to no avail.
Well, it was an instructive modding endeavor

Um - you can do this in the Game setting under Options.
