Introduction to R&D History：
NDR-type diesel-electric locomotive was a type of diesel locomotive designed and manufactured by the Electroputere S.A. factory of the Socialist Republic of Romania, purchased by the Jinan Oil Refinery in China. The locomotive shared a similar design with the ND3 type also exported to China, but incorporated hardware and technology from American companies General Electric and Woodward as required. According to currently available information, three units of this locomotive were purchased. However, around the 1990s, the regime of the Socialist Republic of Romania, likewise plunged into internal chaos and confrontation due to the unequal division of spoils among internal interest groups within the top leadership following the Soviet revisionist usurpation of power. Concurrently, the superstructures of various socialist countries worldwide also descended into chaos against the backdrop of Soviet corruption and degeneration, and infiltration by bourgeois reactionaries. Global bourgeois media outlets went into overdrive, indiscriminately or even exaggeratedly portraying all forms of revisionism as the true face of socialism or communism. Consequently, the international communist movement, after the Secret Report of the 20th Congress of the CPSU, once again fell completely into an abyss. Progressive people, groups, and parties worldwide consequently wavered in their belief in Marxist-Leninist theory, leading the socialist movement into a situation where truth and falsehood became indistinguishable. Ultimately, the capitalist-roaders easily overthrew socialist countries, or retained their names while their essence became corrupted and degenerate. Finally, Romania's economy was completely destroyed, regressing overnight to pre-liberation conditions. Precisely because of this, around the year 2000, the maintenance units for the three locomotives were unable to obtain repair parts, rendering them inoperable and leading to their being scrapped.
