yeah I see what you mean. see hte same thing a sheet size 1,120B. there's a button to edit resources but it doesn't work in vtfedit reloaded. wouldn't know how to recreate or source it... spent all day reading on vtfs and vmts and pcf and i'm more clueless than when i began. something tells me it could be the sht file embedded in it: https://developer.valvesoftware.com/wiki/Animated_Particles but i don't even know if this is an animated texture per se so i could be wrong. looked at the weapon_fx.pcf in the particle editor for fun but all i saw was pretty lights lol. wish i could be of more help but good luck hope you can sort it out!
