New Game -> Workshop... -> Mods -> Lovely Nails -> Start

You can change the color of nails with the following console command.
mutate + 9-digit number

First 3-digit number -> R
Middle 3-digit number -> G
Last 3-digit number -> B

mutate 255255255 -> Nails turn white
mutate 000000000 -> Nails turn black
mutate 255255000 -> Nails turn yellow
etc.
