Fun fact, Tessera Cores are my favorite unit in ZEPHON. I have long been saddened by the fact they don't work with Routine Tasks, and I finally snapped when I realized they are unusable with Has Our Sacrifice Meant Nothing?. Thus, I made this mod, which disables the empty space check when placing Tessera Cores, as well as their sibiling fortifications, Bunkers and Shoch'itris Lairs. This means they can now be placed on top of outposts, as well as in full city hexes (they could previously be placed in city hexes that still had room, and were filled later, so it's a moot point).

As an interesting but desirable side effect, Tessera Cores can now be placed over water. As a further intentional change, I enabled the ability to place Tessera Cores and Shoch'itirs Lairs in Bleed hexes, and enabled Surthodai's Kiss for the Lairs to facilitate it.
