Description
This mod is aimed at hopefully curbing the ease at which the Roman Empire can become essentially unassailable to all but a dedicated human player.

The base influence cost of calling upon someone else's title Men-at-Arms has been raised to 500 from 100, and most of the conditional discounts (eg defensive war) have been removed. The idea here being that it's still possible to amass a truly gargantuan army, it just requires a lot more dedicated political pull. Similarly, if an Emperor or Governor wants to secure the succession or sabotage their foes, they'll have less influence for any military efforts, which hopefully will allow the Roman Empire to organically decay as short-sighted leaders allow the frontiers of the empire to shrink because they've got more domestic concerns.

Administrative also pays 50% more on Men-at-Arm maintenance, and should be paying double for mercenaries. Admins make more and ought to pay more.

Also made two smaller changes to the Military and Naval governor types: Military no longer provides more Men-at-Arms, since Admins can already field so many, and Naval now only gives a +2 advantage instead of +10 advantage for free on any coast, and no longer completely nullifies the disembark penalty, because that +10 when everyone else gets -30 was letting random theme governors do to coastal duchies what whole crusades failed to.

Good. Sick of these Byzantophilic game devs and Byzantophiles in general. They were good, but the Byzantines have had a longer history of tumult than expansion.

@Alma_Negra This has, at least for my own purposes, seemed to reign them in enough. I have thought about in the 1178 start date making a bunch of the kingdoms in Anatolia/Caucasus part of a new de jure Empire just so they don't have extremely easy access to a reconquer dejure against all of Rum, but I'm not sure.
