Mountain City-State Settler Fix

Description
If you notice that the number of city-states on a large random mountainous map is lower than specified in the settings, this is likely because some city-state settlers are placed on mountain tiles during map generation, resulting in their death.

This mod automatically checks city-state settlers at the start of the game, is primarily designed for mountain maps, and does not affect the original game's generation logic. If a city-state settler is placed on a mountain tile, this mod spawns a new settler on a valid adjacent tile and removes the original one (which cannot move due to game mechanics), thus allowing a city-state to be founded.

Keep in mind that as a result of attempting to save a city-state settler, it may appear in an inaccessible by usual units locations surrounded by mountains.

@rotsenjm95 in particular some rules prevent spawning CSs too close to civilizations staring points. So this is the main reason, why u could get little to no CSs if there is to many civilizations.

@rotsenjm95 Just checked "Terra map", mod is working properly. If u have an opportunity, u could send me Civilization V game log file (Lua.log) or check how mod is working by yourself.
There is a possibility that game itself discarded some of CSs due to lack of space for their placement.
My mod cant change this hard-coded rules (that depend on distances between CSs and players) and dont spawn totally discarded CSs. Just changes their position if game placed them on mountains, where they die without mod. Try it on Large mountainous map and you will see the effect.

I play terra map with many more civs and some CS do not appear.

Having highly a few highly isolated CSs is a nice bit of flavor.
