E3 2003 Citizens – Replacements

Description
Sometimes I dream about cheese.

This mod replaces the standard citizens with those from E3 2003.
The base for the female model comes from the leaked version found in the repo leak.
All citizens use the beta leaked facemaps.
This is the highest-quality and most authentic one on the workshop.

the rebels, refugees, and medics dont appear at all, and ive disabled ALL my addons and they still dont appear

Its not broken, its something on your side causing it to be broken, maybe try disabling all your addons and check then?
