Global Combine Squads

Description
Automatically applies any spawned combine NPC such as soldiers, metropolice, hunters to the same squad.
Squads in Source allow you to group NPCs in ways they understand. Members of a squad will cover each other, move together, share information, and take turns attacking their enemies. However, they have limitations:

Squads cannot be directly influenced in the regular ways that individual NPCs can be. The mapper can still influence the individual squad members.
Squads will not stay together if directed otherwise by a scripted or semi-scripted sequence.
There are squad leaders, but unlike in GoldSrc, they don't influence the squad in any substantial way.
Squads can contain no more than 16 members.
Only two soldiers in a squad can attack at a time, so large squads may be highly ineffective.

Please note that this hinders attacks from large group of NPCs and may instead of improving combat will actually make it worse in some instances.

In Garry's Mod and Half-Life 2 SDK it's possible to lift such limitations but this mod uses cfg scripting which is extremely limited.
My other mod Better Combat AI applies Valve's standoff behavior for NPCs. I'm not sure if this is what you need but they do seek cover more and go to the most appropriate firing positions during shootouts.

1_I'm asking this thingking about the whole only 2 squadmembers allowed to fire limitation

Would it be possible to create a mod that breaks up these squads, turning each Combine soldier into an independent NPC? This way, they wouldn't be restricted by squad-based limitations and could potentially be more effective in combat. Most players probably don’t realize they’re fighting against coordinated squads anyway, so individual behavior might feel more intense and unpredictable.

2_ Rebel Squad Positioning:
When commanding a squad of rebels, they tend to bunch up behind one another. As a result, usually only the front rebel engages the enemy while the others stand idly and watch. Could a mod be made to improve this behavior by making squad members spread out more when reaching a location, or even seek cover or better firing positions rather than just stopping where Gordon told them to?
