Railroaded Burgundian Inheritance

Description
This Mod intends to railroad the Burgundian Inheritance to the historical outcome.

This essentially means that the Burgundian AI is guaranteed to choose the Emperor, and the Emperor AI is then guaranteed to choose to give concessions to France.

It does however mean, that the Inheritance cannot go to Burgundy's strongest Ally

This is closer to the old Burgundian Inheritance before the Emperor DLC and patch 1.30
