Briefing:
After the northen expedition in 1927, the coallision between the Republic of China and the Soviet Union collapsed. Generalissimo Chiang Kai-Shek, the military dictator of the ruling party Kuo-Ming-Tang, had therefore, turned to a new ally —— the Germans.
For 10 years did this new collaboration last. Germany training was experimented in the Chinese army, German weapons were imported, and the German mitiltary advisers helped Chiang to reform his amry. The most influencial one was General Falkenhausen, who later became the military governor of Belgium, and intervened to protect locals from the German persecution. In 1937, he drafted an operation named "National Defense Plan II" for Chiang, which requires the Chinese army to launch an surprise attack against the Japanese pupet states in Manchuria after the military reform until 1939.
This, however, was never carried out, due to the Imerial Japanese Army attacked first only a few months later. This scenario hypothised that Fumimaro Konoe succeded in preventing the IJA from launching a total war against China in 1937, and Chiang was able to finish his military reform in 1938, and shortly after, launch a suprise attack.

Notes:
There is a theater option for the Chinese player to initiate hostility. Once selected, the ceasefire will end on the next turn. If you wish to Play PVE as the Japanese, you should first switch to the Chinese side an select this option.
If the Chinese side occupies Tsingtao, an event will be triggered to allow reinforcements of General Xue Yue to enter the map a few turns later.
If the Chinese side occupies Dairen, a certain part of Japanese Naval Fleets will be forced to retreat from the port.
If the Japanese side occupies Peiping, Mao Tse-Tung will lead his own Red Army to join the war, unlocking the 18th Armygroup.
There are important Manchurian cities marked with an industry sign. The lost of such cities will cause permanent supply punishments to the Imperial Japanese Army.
Weihaiwei in 1939 was a British treaty port, and is an exclusion zone for both sides.
