Core Tech Custom (Sour Edition)

This is an addon for Core Tech. I was uninvolved in the base mod, and have not even gotten permission to make this.

What it does:

- Makes warp cores less OP through cooldown extensions and cost increase
- Adds somewhat punishing run and jump debuffs during the cooldown period so you don't overuse the warp cores.
- Adds bells and whistles effects and sounds to make it cooler and like ninja smoke bombs (also fixes an oversight involving deny noises not playing during cooldown)
- Resprites warp cores and cooldown status image.
- Replaces warp core descriptions with technobabble on how it's supposed to work for immersion.

Basically I just made it into something I vibe with more.
