So it's functionally like turning off Tech Trading.
However, its only easy to remove it entirely. Races could have their Espionage modifiers cranked down easily enough, but that'd also affect territory spying missions, which I think is an important part of the game. There may be a way to adjust tech stealing missions specifically, but I don't know how to do that.
Instead of removing tech stealing completely, would it be possible to make it more difficult or have heavier consequences if detected?
Or, is there a technical/time limitation against it?
Or even a reasoning justification for it to be completely removed instead of other approach?
