Mining Deposit Fix

Description
Jake (Dev) promised 100% mining deposits, and that only the size would change. Since that didn't work out for V68, I made it myself. Regardless of what the deposit says, it'll pretend it is all 100% when it comes to mining it.

J - what part of it "doesn't work"?

When I tried it on V68, it was able to increase the amount of ore mined, but it still didn't say "100% deposit" because I just manipulated the underlying formula to make all deposits *act* like 100%
