I can't lower it because the water level is not changing, I mean it is but only in editor

since weather is essentially a perlin noise value, low means clear sky and high is stormy so you could add a modifier of -100% which would always make it clear

I could set something that gives you a weather modifier if you want

There was no option to disable clouds so this was the best option
