Jack's Advanced Tooltips

A simple localization change intended to add a little more information to some of the more niche mechanics of the game, that aren't really expressed or explained anywhere else.

Once you load up the mod, you'll have to go to the bottom middle of your Main Menu screen to change your language to "Adv Tooltips" for them to show up in your game :) Currently only in English, apologies.
