How much to fill, and which block type will be entirely up to what your playstyle is. If you want to hit and fade to recharge shields, then you may not need to invest so much block fill.
If you intend to trade blocks with your target, having invested your CPU into weapons instead of shield extenders etc., then you should definitely adhere to the first comment rule of thumb.
I tested the blockfill setup vs a Tovera, stationary vs stationary, and a full Xeno fill lasted roughly 1/3rd to 1/4th the duration of a Combat Steel config. Of course thats with both ship stationary, but gives some barometer.
Also word of wisdom; stock up on the space drones and throw those things by the dozens at your enemy. They do wonders to mitigate damage to your ship by drawing fire.
